Consortium Governance
The governance of the San Francisco Bay-Delta Science Consortium is summarized in a Memorandum of Understanding (MOU) signed by all Consortium member institutions. The purpose of the MOU is to formalize the working relationship between Consortium member agencies and organizations operating monitoring, research and outreach facilities within the San Francisco Bay-Delta region. The MOU is neither a fiscal nor a funds obligation document. Expenditure of funds, human resources, equipment, supplies, facilities, training, public information, and expertise is provided by each signatory agency to the extent that its participation is appropriate and resources are available. Consortium activities are established and supervised by a Coordinating Committee made up of a representative of each of the parties to the MOU. The Coordinating Committee meets a minimum of four times annually at a rotating location hosted by one of the member institutions. The interim Executive Director sets meeting dates and locations, heads each meeting, coordinates the various projects of the Consortium, and reports to the Coordinating Committee. A Working Agreement (draft) is being developed to more clearly define the governance of the Consortium and may ultimately replace the current MOU.
